At that, Masimov did not say the name of the enterprise, the holdings of shares of which Kazakhstan is going to buy.</span></span></p>

The Round Table was organized in frames of regional project <strong>ENVSEC: Strengthening Coordination of Project Formulation and Mobilization of Resources for Sustainable Radioactive Wastes Management in Central Asia.<img class="alignleft" src="http://www.caresd.net/img/photo/small/7201.jpg" alt="" width="150" height="112" /></strong></p>
<p>At Round Table opening <strong>UNDP</strong> <strong>International Advisor Environment Unit Zharas Takenov </strong>reminded<strong> </strong>two<strong> </strong>main project purposes: strengthening coordination between countries in uranium tailings problems solving and formation of project proposal package. Zharas Takenov highlighted that round tables for criteria development and project proposals prioritization will be held in three other countries of project implementation&nbsp;&mdash; Kazakhstan, Tajikistan and Uzbekistan.</p>

<p>Then the word was given to <strong>Usupov Usen Makaevich, </strong><strong>Focal Point of the Project and EurAsEC Representative</strong>: <em>«Thanks to the efforts of UNDP for two last years we have a progress at a high political level for solving uranium tailings problems, and today we need to focus on specifics: we need to prepare good projects, which will be justified so that donors will support them»</em>.<img class="alignright" src="http://www.caresd.net/img/photo/small/7202.jpg" alt="" width="150" height="188" /></p>
<p><strong>Damir Kushbakov, Director of Atomic and Radiation Safety of Agency under Ministry of Emergency KR:</strong> <em>«It is necessary to arrange project proposals package for sustainable management of radioactive wastes taking into account the specifics and format of investors, he also said that efforts should be taken in order to remove duplication of donors&#39; work. As for project prioritization it is necessary to follow sequence and urgency of recultivation activities</em><em>, as well as strengthening of regulatory possibilities institutional potential for radioactive tailings sustainable management enhancement»</em>. Damir Kushbakov expressed hope that advisory meeting will help in solution of regional ecological problems.<br />
Then <strong>Project</strong> <strong>Manager Jyldyz Uzakbaeva </strong>briefly spoke<strong> </strong>about the project: objectives and tasks and project background; Project management and structure as well as the plans of the project and current activities.</p>
<p>National Expert <strong>Isakbek Torgoev</strong> presented project proposals package from Kyrgyzstan. These are 25 applications amounted to 127  million dollars at identified beforehand directions, such as institutional and regulatory development; rehabilitation and recultivation; monitoring projects and projects of medic-humanitarian direction; projects of wastes processing and projects of development and improvement of population life standards in uranium mines regions. He, also, explained that the main aim now is to select the most prioritized projects from existing projects portfolio.</p>
<p>Then the participants had another presentation of Isakbek Torgoev&nbsp;&mdash; <strong>«Criteria for Project Proposals Prioritization»</strong>. The Expert said that all the projects will be evaluated at a number of ecological, social-economic and technical criteria. These include:</p>
<p>1. Ecological significance of the projects</p>
<p>2. Social significance (value) of the projects</p>
<p>3. Financial-economic criteria</p>
<p>4. Criteria for institutional-regulatory potential increasing in sustainable management of radioactive wastes.</p>
<p>5. organizational-technical criteria of project implementation.<br />
The point of multiple factor evaluation methodology lies in identification of each project compliance to a number of certain ecological, social, finance-economic and technical criteria of evaluation. Each suggested project is evaluated by the same criteria and receives rate in conditional score that reflects its significance in comparison with other proposals. An integral expert evaluation of the project vital capacity and attractiveness from the side of international financial institutions and donors is a result of suggested methodology implementation for each project.</p>

<p>Then the participants discussed evaluation criteria and suggested to increase the score for health improvement activity and enlarge the weighting coefficient for &laquo;information awareness&raquo; direction up to 7 score as information awareness of population is at low level.</p>

<p>In January-June 2010 the National Atomic Company KAZATOMPROM has mined a total of 8452 tons of uranium, which compared to the last year is more by 42%, IA Novosti Kazakhstana (Kazakhstan News) informs referring to the company&#39;s press-service.<span id="more-1192"></span></p>
<p>The press-release also says that in the second half of 2010 the volume of uranium mining is projected at 9770 tons.</p>
<p>Total revenue for the first half year of 2010 is 105,687 bln. tenge, which exceeds the indicator of the same period in 2009 by 58%.</p>
<p>Net profit for the initial 6 months made up 19,414 bln. Tenge, i.e. 64% higher than in similar period of last year.</p>
<p>MAEK-KAZATOMPROM Ltd., which supplies Aktau and Mangistau oblast with energy and water for 6 months has produced 2,143 bln. kWt power energy, 1,538 mln. Thermal energy and 538 mln. Cubic meters of water.</p>
<p>The Atomic Company KAZATOMPROM is the national operator, of the Republic of Kazakhstan, for import and export of uranium, rare metals, nuclear fuel for power plants, special equipment and dual-purpose materials.100% of the Company&#39;s stock is held by the Government under the National Welfare Fund SAMRUK-KAZYNA. At present, over 25,000 workers are employed by the Company. Kazatomprom is one of the world&#39;s leading uranium mining companies.</p>

<p><span style="font-family: Verdana; font-size: 8.5pt; mso-ansi-language: EN-US;" lang="EN-US">According to information of MES these works initially were planned to start in the beginning of April 2010. But due to the recent political events in the country the project was launched in May.</p>
<p>As it was reported this activity has a big importance not only for population of Mailuu-Suu, but also for the entire Fergana Valley as the destruction of uranium tailings and dumps in case of landslides and flooding can lead to serious contamination of the downstream territories. Since the start of the project there have been used 11 mln. 146 thousand soms.</p>
<p>According to MES the total budget of Prevention of Emergency Situations project is about $10,9 mln., most part of which was provided by the international donors. The project activity encompasses 23 tailings and 13 waste dumps containing aaproximately 3 mln. cubic meters of radioactive waste.</p>

<p>Chairwoman of the Interim Government of KR, Roza Otunbaeva signed a Resolution on establishment of the Agency on Atomic and Radiation Safety under the Ministry of Emergency Situations  of the Kyrgyz Republic.</p>
<p>Agency on Atomic and Radiation Safety is an independent subdivision within the Ministry of Emergency Situations  of the Kyrgyz Republic regulating atomic and radiation security.</p>
<p>The aim of the Agency is to implement state policy in atomic and radiation security. Its tasks are development of technical regulations and other regulatory documents, as well as coordination of organizations dealing with radiation and atomic security and development of proposals to attract investments.</p>
<p>The functional tasks of Agency are the control over compliance of international norms and rules, conducting inspections and evaluation of organizations in this area, dissemination of knowledge on protection of population and territories from radiological risks, etc.</p>

<p>&laquo;In Soviet time Kyrgyzstan had uranium production sites, nuclear wastes remain still in the country in uranium tailings, which are in disastrous situation,&raquo; he underscored. Atambaev said work in this area needs to be continued. </p>
<p>Atambaev talked about upcoming constitutional referendum and said Kyrgyzstan will be the first Central Asian country which has chosen the parliamentary system of governance.</p>
<p> "We want to eradicate despotism in germ. We rely upon your assistance in this, since such democratic reform is made for the first time," he said. </p>
<p>The head of the UN Delegation and Assistant Secretary-General, Kori Udovički, said she planned her visit to Kyrgyzstan long time ago. She said UN pays a special attention to the program on stabilization of the situation in Kyrgyzstan, while UN Secretary-General repeatedly talked about political support to Kyrgyzstan in his special statements. </p>
