Kyrgyz Parliament supports the law «General Technical Regulation on Radiation Safety»

 Today at the  plenary session of Jogorku Kenesh deputies supported the law  «General Technical Regulation on  Radiation Safety». 

According to the speaker Mr. Sabirjan Abdikarimov, deputy Minister of Healthcare, Chief Sanitary Officer ensuring radiation safety is a prerequisite for development of a general technical regulation targeting at  those activities related with   radiation impacts including production and use of radiation sources and radioactive materials. 

S. Abdikarimov said that regulation established the norms, which cover both normal and potential exposure of workers in  their  professional activity, in diagnosing and treatment of patients, as well as individuals that can be exposed during practical activities or interventions. 

«The law regulates the goals, principles and criteria of radiation safety, responsibility, procedural and organizational measures on limiting natural and medical radiation exposure of population, as well as the assessment of their parameters». 

During discussion of this document MP Asylbek Jeenbekov stated that the Government should inform population on how to utilize the energy saving bulbs. According to him many people use these lamps but do not know that they can not be thrown out like usual lamps. Because they contain lead and mercury, which are hazardous  to  health".

The base law of the Kyrgyz Republic for regulating issues of handling radiation safety sources is Law # 168 «On radiation safety of the population of the Kyrgyz Republic» dated August 1st 2003. The law determines legal relations in the field of ensuring the population's radiation safety and environmental protection from the damaging influence of ionizing radiation sources. The second law «On tailings and mountain waste dumps» is a specific document regarding general issues of tailings and waste dump management.

The norms of radiation safety NRS-99, as well as sanitary regulations related to radioactive waste management (SPORO-2002), which had previously been drawn up for the Russian Federation, were introduced in the Kyrgyz Republic. Maximum permissible doses for workers and people directly involved in radioactive waste management have been established in order to put it into practice. There are no special regulations for engineering measures and restoration processes for former uranium facilities during their re-cultivation and the rehabilitation of contaminated areas. 

Up till now, the guidelines for following the requirements for the re-cultivation of former uranium facilities were set by the «Sanitary rules for the liquidation, conservation and re-profiling of enterprises mining and processing radioactive ores» (SR LCR — 91). This document was formulated in Soviet times and needs to be revised.

The majority of the normative-legal documents in the Kyrgyz Republic concerning issues of substantiating rehabilitation activity need to be elaborated and developed further.
