RUSSIA: Russian State Duma passed a bill «On Radioactive Waste Management»

A unified state radioactive waste (RAW) management system is currently being established in Russia. As IA Regnum reported on 20 January 2010 the State Duma of Russian Federation passed a bill «On Radioactive Waste Management» in the first reading. This law regulates the standards in the sphere of radioactive waste isolation (dumping), state registration, storage, control, as well as exercise of radiological situation and monitoring control. It also regulates relations in RAW management sphere, tariff control and funding mechanism of RAW dumping.
According to a new bill dumping of RAW must be carried out at the expense of RAW producers.

Organizations which exploit high radiation and nuclear hazard productions and objects are subject to make payments to special reserve funds of Rosatom. The size of these payments are established on the basis of a single tariff.

Besides that, in accordance with the new bill RAW, producers are liable for management of safe disposal with further transfer to the national operator.

As Eugeni Evstratov, Deputy Director General of State Corporation Rosatom noted similar laws were adopted and are currently functioning in the US, France, Germany, Sweden.
